What do you think about running according to the 80/20 rule?
Can I use this method effectively during training for the second marathon in my life?

Speaking of the 80/20 rule, what you probably mean are proportions of aerobic and anaerobic load in the training process. This is a rule with which I agree beyond all doubt. In some cases (for beginners), I would decrease the portion of the high intensity training even more.
Using this principle and being guided by the common sense and adequate assessment of your current condition, I am sure you will be able to avoid injuries and breakdowns of the adaptation process. Increase of the portion of the high intensity (interval, anaerobic) training increases both the risk of injury and the risks associated with possible under-recovery. This in turn compromises the achievement of the end goal, not to mention an execution of the training process tasks.
In September I finished my first marathon in 4 hours and 55 minutes.
Is it possible to run a marathon under 3:30 after a year or is a one-year training plan not enough to achieve the goal?
